Ontario Works 2026: Who Qualifies, How to Apply + Payment Amounts

If you're living in Ontario and struggling to cover basic expenses — food, shelter, clothing — you may be eligible for Ontario Works (OW), the province's social assistance program for people in temporary financial need. Often referred to as "welfare," Ontario Works provides monthly financial assistance plus benefits like drug coverage and employment support to help you stabilise and get back on your feet. Understanding Ontario Works eligibility in 2026 can feel confusing because the program is delivered by municipal offices with slightly different processes. This guide explains the province-wide rules: who qualifies, how much you can receive, how to apply, and how OW interacts with other government benefits.

  • Financial assistance — monthly payment for basic needs and shelter
  • Employment support — help with job searching, training, and education
  • Health benefits — prescription drug coverage, dental care (basic), vision care, and other health-related benefits

OW is intended as temporary support while you work toward self-sufficiency. Unlike ODSP (Ontario Disability Support Program), it's not designed for people with long-term disabilities. ODSP Eligibility and Payments

Who Qualifies for Ontario Works?

To be eligible for Ontario Works, you must:

  • Live in Ontario
  • Be in financial need (your income and assets are not enough to meet your basic living expenses)

Be willing to participate in employment-related activities (job search, training, community placement) unless you have a valid reason for exemption (health, caregiving, etc.)

Financial Need Assessment

Ontario Works uses a needs test, not a strict income cutoff. Your local OW office assesses whether your:

Income (from all sources) is insufficient to cover basic needs

Assets are below the allowable limits

Asset limits (2026): Situation

Allowable Liquid AssetsSingle person
$2,500Couple
$5,000Each additional dependant
+$500Exempt assets (don't count toward the limit):
Primary residence (home you live in)One vehicle (reasonable value)
Prepaid funeral expenses (up to a limit)RRSPs, RDSPs, RESPs (generally exempt if within limits)

Essential personal property

Who Can't Get Ontario Works?

People who are on strike (generally)

Full-time students (with some exceptions — post-secondary students may qualify if they have dependants or are approved by their OW office)

People receiving ODSP (you receive one or the other, not both)

People who have not exhausted other available resources (e.g., you must apply for EI if eligible before applying for OW) Refugee claimants in their first year may be directed to other programs first

How Much Can You Receive?

Ontario Works provides two main components:

Monthly Payment Amounts (2026)

Family SizeBasic NeedsMaximum Shelter AllowanceTotal Maximum
Single person$390$390$780
Couple (no children)$632$642$1,274
Single parent + 1 child$632$642$1,274
Single parent + 2 children$700$697$1,397
Couple + 1 child$700$697$1,397
Couple + 2 children$766$756$1,522

Important notes

  • The shelter allowance is based on your actual shelter costs — you receive the lesser of your actual costs or the maximum
  • If you share housing, the shelter portion may be adjusted
  • Additional amounts may be available for specific needs (dietary, pregnancy, guide dog, etc.)

These amounts are significantly below the poverty line. Ontario Works is designed as emergency support, not a livable income. Most OW recipients also receive the GST/HST credit, OTB, CCB (if they have children), and other benefits that help bridge the gap.

How to Apply for Ontario Works

Step 1: Contact Your Local Office

Ontario Works is delivered by municipal social services offices. You start by contacting the office in your area:

  • Toronto: City of Toronto Employment & Social Services
  • Ottawa: City of Ottawa Social Services
  • Other municipalities: Search "[your city] Ontario Works office"
  • Many offices accept applications online, by phone, or in person.

Step 2: Complete an Application

You'll need to provide:

  • Proof of identity (birth certificate, passport, PR card)
  • Proof of address (lease, utility bill)
  • Income information (pay stubs, bank statements)
  • Asset information
  • Immigration documents (if applicable)

Step 3: Attend an Interview

An OW caseworker will review your application, verify your information, and assess your financial need. They'll also discuss your employment plan.

Step 4: Receive a Decision

If approved, payments typically start within the same month. You'll receive a monthly cheque or direct deposit.

Processing Time

Most applications are processed within a few days to two weeks. If you're in urgent need, OW offices can sometimes issue an emergency payment on the same day.

Earning Income While on OW

You can work while receiving Ontario Works. In fact, OW encourages it. Here's how earned income affects your OW payment:

  • First $200/month of net employment income is fully exempt (you keep it all)
  • After $200, 50% of additional net income is deducted from your OW payment
  • This means you always benefit from working — your total income (OW + employment) is always higher when you work than when you don't.
  • Example: You earn $1,000/month from part-time work.
  • First $200: exempt
  • Remaining $800: 50% = $400 deducted
  • Your OW is reduced by $400/month — but you keep $600 of your earnings
  • Net gain from working: $600/month more than if you didn't work

You keep the first $200/month of earnings plus 50% of the rest — working always pays more.

OW and Other Benefits

Receiving Ontario Works does not disqualify you from most other government benefits: Benefit

Can You Receive It While on OW?

GST/HST credit✅ Yes
Canada Child Benefit (CCB)✅ Yes
Ontario Trillium Benefit (OTB)✅ Yes
Canada Workers Benefit (CWB)✅ Yes (if you have working income)
ODSP❌ No (one or the other)

However: Some of these benefits may be partially counted as income by OW, which could reduce your OW payment. The specifics depend on the benefit — the GST/HST credit and CCB are generally exempt and don't reduce your OW. Always check with your caseworker. The key takeaway: file your tax return every year, even while on OW. It's the only way to receive the GST/HST credit, CCB, OTB, and other benefits that supplement your OW income. File your 2025 taxes by April 30, 2026 to keep benefits

Real-Life Examples

Example 1 — Single Person Between Jobs

Marcus is 32 and lost his restaurant job in January 2026. He lives alone in a rented room in Hamilton for $600/month. He had no savings and used up his EI. He applied to Ontario Works.

Marcus receives:

  • Basic needs: $390
  • Shelter: $390 (max for single, but his rent is $600 — he receives $390)
  • Total OW: $780/month
  • Plus:
  • GST/HST credit: $130/quarter ($43/month)
  • OTB: ~$100/month
  • Total combined: ~$923/month

It's not enough to cover his $600 rent comfortably, but it provides a floor while he looks for work. Marcus is also working with his OW employment counsellor to upgrade his skills.

Example 2 — Single Mother With Two Children

Jasmine is 28 with two children (ages 3 and 6). She lives in Brampton and pays $1,200/month in rent. She works part-time earning $800/month.

OW calculation

  • Basic needs for single parent + 2 children: $700
  • Maximum shelter: $697
  • Employment income deduction: ($800 – $200) × 50% = $300
  • OW payment: $700 + $697 – $300 = $1,097/month
  • Plus:
  • Employment income retained: $800 – $300 deducted = $500 kept
  • CCB: ~$1,100/month (both children under 7, very low income)
  • GST/HST credit: ~$55/month
  • OTB: ~$85/month
  • Total monthly income: ~$2,837

Without filing her taxes, Jasmine would lose the CCB, GST/HST credit, and OTB — about $1,240/month. Filing is the single most valuable thing she can do. How to Check CCB Eligibility 2026Ontario Trillium Benefit Eligibility 2026

FAQ

How long can I receive Ontario Works?+

There is no time limit. You can receive OW for as long as you remain eligible (in financial need and participating in employment activities). However, the program is designed to be temporary, and your caseworker will work with you on a plan to become self-sufficient.

Can I own a car and still get OW?+

Yes. One vehicle of reasonable value is exempt from the asset test. If you own an expensive vehicle (luxury car), the caseworker may consider whether its value exceeds what's reasonable.

Will OW pay my rent directly to my landlord?+

In some cases, yes — your caseworker can set up a direct payment to your landlord if there are concerns about rent being paid. Otherwise, the shelter allowance is included in your monthly payment and you pay rent yourself.

I'm a student. Can I get Ontario Works?+

Generally, full-time post-secondary students are not eligible for OW. However, exceptions exist — for example, if you're a single parent, if you were approved for educational training as part of your OW employment plan, or if you're in specific programs. Talk to your caseworker.

What's the difference between Ontario Works and ODSP?+

Ontario Works is for people in temporary financial need who are expected to work toward self-sufficiency. ODSP (Ontario Disability Support Program) is for people with significant and prolonged disabilities that limit their ability to work. ODSP provides higher monthly payments and additional benefits.
